3. Foreign direct investment in commercial coal mining in India
Foreign direct investment policy 2017 was amended vied press note 4 of 2019 100% FDI under automatic route.
But press note 3 of 2020 : an entity of a country which share land border with India can invent only under the government route.
Present Position Para 3.1.1: A non-resident entity can invest in India, subject to the FDI Policy except in those sectors/activities which are prohibited. However, a citizen of Bangladesh or an entity incorporated in Bangladesh can invest only under the Government route. Further, a citizen of Pakistan or an entity incorporated in Pakistan can invest, only under the Government route, in sectors/activities other than defence, space, atomic energy and sectors/activities prohibited for foreign investment.
2. Revised Position Para 3.1.1: 3.1.1(a) A non-resident entity can invest in India, subject to the FDI Policy except in those sectors/activities which are prohibited. However, an entity of a country, which shares land border with India or where the beneficial owner of an investment into India is situated in or is a citizen of any such country, can invest only under the Government route. 4. MoD releases Draft Defence production and export promotion policy 2020(DPEPP)
India wants to build a major defence industrial base for self-reliance in weapon system and export to other countries within next 5 years.
To achieve turnover of 175000 crore (dollar 25 billion) including 35000 crore (dollar 5 billion) in aerospace and defence goods and services by 2025.
Same policy draft in 2018 had set out but nothing came out.

Public sector - including DRDO and its 50 Labs, four defence shipyard, 5 defence PSU, 41 ordnance factories- really needs overhauled to deliver cutting as weapon
