DIDN’T COVER THE PASE IN TIME
Today
we are growing fast, not questionable. FDI
coming to India, infrastructure
growing fast, industrial development moves rapidely . But all these things are
growing today that is a quastion mark on our previous govrnments. This may
because of previous governments couldn’t
estimate the self reliance.
It
is estimated that 21 century will be Asian century, But it not. Can we say ?
this is because of India only. In asia China ,India and russia only three
counties , which will be
dominating countries if asia rise.As we see that Russia was already a super
power and self reliance in Industries , last but not least that is in defence
system. Remaining India and China
started almost same on the path of development. While India announced its first Five Year
Plan for 1951-56 and China announced its First Five Year Plan in 1953. Till the
1980s, India and China had similar
growth rates and per capita incomes. Question is , then why are we lagging
behind? As we started earlier also. Let’s look China’s policy.
After the establishment of People’s Republic of China
under one party rule, all the critical sectors of the economy, enterprises and
lands owned and operated by individuals were brought under government control. The
Great Leap Forward (GLF) campaign initiated in 1958 aimed at industrialising the
country on a massive scale. People were encouraged to set up industries in
their backyards.
GLF campaign met with many problems. A severe drought
caused havoc in China killing about 30 million people. When Russia had
conflicts with China, it withdrew its professionals who had earlier been sent
to China to help in the industrialisation process.
In 1965, Mao introduced the Great Proletarian Cultural Revolution (1966-76) under which students and professionals were
sent to work and learn from the countryside. The present-day fast industrial growth
in China can be traced back to the reforms introduced in 1978. China introduced
reforms in phases. In the initial phase, reforms were initiated in agriculture,
foreign trade and investment sectors.
First phase was agriculture and late was reforms were
initiated in the industrial sector. Private sector firms, in general, and
township and village enterprises, i.e. those enterprises which were owned and
operated by local collectives, in particular, were allowed to produce goods. At
this stage, enterprises owned by government (known as State Owned Enterprises—SOEs),
which we, in India, call public sector enterprises, were made to face
competition. The reform process also involved dual pricing. This means fixing
the prices in two ways; farmers and industrial units were required to buy and
sell fixed quantities of inputs and outputs on the basis of prices fixed by the
government and the rest were purchased and sold at market prices. Over the
years, as production increased, the proportion of goods or inputs transacted in
the market was also increased. In order to attract foreign investors, special economic zones were set up.

Here India’s government did it in a reverse order. Indian
govt started to support closed economy whiuch prevent the FDI and rapid industrialisation.
Govt of India only thought that foreign investers will destroy the indian comodities market in own country.
But didn’d thought that if foreign Industry will establish in India there will
be job creation. Afterwards Indian raw material and items can reach upto
foreign market which will enhance the Indian export an another positive thing
for Indian economy. We did all thing keeping in mind our small lose but couldn’t
forsee the huge positive side and lastely hit by crises of 1990. We have only
07 days forex reserve for puchaing crude oil and all thing. And finally we have
to open our economy for globalisation.
Second thing is that China did in 1965 that students and professionals
were sent to work and learn from the countryside. And India doing this work
today when NDA govt sending 800 IAS officers to villages of different parts of
India. Still lagging is the future of India only moving towards cities for books
knowledge.
If they don’t know the real problems of rural
India , India will not develop because of real India stilll in villages. One who gaining
knowledge and becoming the engineer , doctor , Officer and industrialist don’t
know about the heart beat of India , India can’t be in that rank which we dreaming.
